Regular gamepads like an Xbox 360 controller give values of 0 to 255. The calibration data is taken into account and the computer receives axes at values from -100 to 100. The reason for this is that the sims it works on use Windows' HID system which can be calibrated from Control Panel. If you've tried it, you may have seen that the Jumper T8SG works fine when connected as a USB HID device on Phoenix RC and some other sims, but does not work correctly on Liftoff or Real Drone Simulator.
